E-ticaret Kanunu Değişiyor: Firmalar Lisans Bedelinden İndirim Alacak
AK Parti’nin kanun teklifiyle, E-ticaret Kanunu’nda değişiklik yapılması planlanıyor. Yapılacak değişiklikle birlikte, e-ticaret platformları, ihracat ve teşvik belgesi kapsamındaki yatırımlarını lisans bedelinden düşebilecek. Böylece firmalar, lisans bedellerinde %6-7 oranında indirim alacak.
Yeni düzenleme, e-ticaret aracı hizmet sağlayıcıların sınır ötesi elektronik ticaret faaliyetlerinin yanı sıra yüksek teknoloji yatırımlarının teşvik edilmesi amacıyla pazar yerleri üzerinden yurtdışına yapılan satışlar ve Sanayi Bakanlığı’ndan teşvik alınarak gerçekleştirilen yatırım harcamalarını lisans ücretlerinden düşmelerini sağlayacak. İndirimler, 2024 yılı lisans ücretleri için harcamaların 4 katı, 2025 yılı lisans ücretleri için ise harcamaların 3 katı olarak uygulanacak.
Düzenlemeye göre, bazı e-ticaret platformlarının bu yıl için önümüzdeki yıl ödeyecekleri lisans bedelleri 6-7 kat daha düşük olacak. Örneğin, piyasaya hakim konumda olan bir e-ticaret firmasının 2025’te ödemesi gereken lisans bedeli yaklaşık 12 milyar TL olarak hesaplanırken, teklifin kabul edilmesi durumunda firma sadece 2 milyar TL ödeyerek lisansını alabilecek.
Kanun teklifinin gerekçesinde, Türkiye’de e-ticaretin hızla arttığı ve küresel e-ticaret platformlarının Türkiye’ye yönelik faaliyetlerini artırdığı belirtiliyor. Bu nedenle, yeni düzenleme ile piyasa hakimiyetinin yurtdışına kaydırılması hedefleniyor.
Birleşmiş Markalar Derneği Başkanı Sinan Öncel ise yüksek maliyetler nedeniyle Türkiye’de birçok ürünün Avrupa’dan daha pahalı hale geldiğine dikkat çekerek, Uzakdoğu menşeli e-ticaret platformlarının düşük gümrük vergisiyle ürün getirmesinin haksız rekabete neden olduğunu belirtiyor.
