Global İş Gücü Gelir Payı Düşüşte
Dünya İşçi Örgütü (ILO), “2024 Dünya İstihdam ve Sosyal Görünüm” raporunu güncelledi ve küresel iş gücü gelir payının düşüş eğilimini sürdürdüğünü belirtti. Rapora göre, işçilerin küresel gelir pastasından aldıkları pay son 20 yılda önemli ölçüde azaldı.
Küresel iş gücü gelir payı 2004’ten bu yana 1,6 puan düşerken, bu yıl iş gücü gelirinde yıllık 2,4 trilyon dolarlık bir açığa denk geldi. Kovid-19 salgınının da iş gücü gelir payında düşüşe neden olduğu vurgulandı.
Raporda, küresel krizlerin mevcut eşitsizlikleri derinleştirdiği ve Kovid-19 pandemisinin özellikle sermaye gelirinin zenginler arasında yoğunlaşmasına yol açarak eşitsizlikleri artırdığı belirtildi. İşçilerin küresel gelirin sadece yüzde 52,3’ünü aldığı, geri kalanın sermaye gelirinden oluştuğu ifade edildi.
Teknolojik ilerlemenin iş gücü gelir payındaki düşüşte etkili olduğu ve yapay zeka gibi alanlardaki gelişmelerin eşitsizliği derinleştirme riski taşıdığı vurgulandı. Ayrıca, istihdam, eğitim ve öğretimde yer almayan gençlerin oranının azaldığı ancak hala sorunlu olduğu belirtildi.
ILO Genel Müdür Yardımcısı Celeste Drake, ülkelerin iş gücü gelir payının azalması riskine karşı politika tepkisi göstermeleri gerektiğini ve ekonomik faydaların adil dağılımını teşvik eden politikalara ihtiyaç olduğunu vurguladı.
Bu rapor, küresel iş gücü gelir payındaki düşüşü ve eşitsizlikleri ele alırken, kapsayıcı büyüme ve sürdürülebilir kalkınma için adil politikaların önemine dikkat çekiyor. Herkes için adaletli bir ekonomik sistemin oluşturulması ve gelirin adil bir şekilde dağıtılması için harekete geçilmesi gerektiği vurgulanıyor.
