Türkiye’de Ödemelerin Banka veya Aracı Finansal Kurumlar Aracılığıyla Yapılması Zorunlu Hale Geliyor
Türkiye’de işletmeler ve tüketiciler için önemli bir düzenleme yapılıyor. Gelir İdaresi Başkanlığı (GİB) tarafından Vergi Usul Kanunu Genel Tebliği’nde Değişiklik Yapılmasına Dair Tebliğ Taslağı kamuoyuna sunuldu. Bu taslakla birlikte, 7 bin liranın üzerindeki mal veya hizmet alımlarına ait ödemelerin banka veya aracı finansal kurumlar aracılığıyla yapılması zorunlu hale getirilecek.
Bu düzenleme ile nihai tüketiciler de tevsik zorunluluğu kapsamına alınacak. Ödemelerini finansal kurumlar aracılığıyla yapmayanlara ceza kesilecek. Örneğin, bir tüketici beyaz eşya perakende ticaretiyle uğraşan bir firmadan 20 bin lira değerinde bir buzdolabı satın aldığında, bu ödemenin banka veya aracı finansal kurumlar kanalıyla yapılması gerekecek.
Elden yapılan ödemelerde nihai tüketicilere ceza kesilecek. Ödemenin elden yapıldığının tespit edilmesi halinde, ödeme tutarının yüzde 10’u oranında ceza uygulanacak. Bu ceza tutarı en az 5 bin lira olacak. Örneğin, 10 bin lira değerinde bir buzdolabı alındığında ve ödeme elden yapıldığında, 5 bin lira ceza kesilecek.
Bu düzenleme ile kayıt dışı ekonomiyle mücadele edilerek vergi tabanının genişleyeceği ve ekonomik faaliyetlerin vergi idareleri tarafından daha kolay takip edileceği belirtiliyor. Türkiye Serbest Muhasebeci Mali Müşavirler ve Yeminli Mali Müşavirler Odaları Birliği (TÜRMOB) Genel Başkanı Emre Kartaloğlu, düzenlemeyi olumlu bulduklarını ve kayıt dışı ekonomiyle mücadelede bu adımın önemli olduğunu vurguluyor.
Bu düzenleme ile ödemelerin banka veya aracı finansal kurumlar aracılığıyla yapılması zorunlu hale getirilerek, vergi adaletinin güçlendirilmesi amaçlanıyor. Bu düzenleme sayesinde kayıt dışı ekonomiyle mücadelede önemli bir adım atılmış olacak.
